I kinda like the response from Dr Jay....

The bottom line is that bullies suffer from a lack of nurturing and have been bullied themselves. They have just as many mental health problems as the kids they bully. 26% of the identified bullies in high school have been in jail by the time they are 26. The cure for this is to nurture the bully. And yes, they always pick on the socially inept kids. It’s as if they take it personally and as an insult when the socially inept kid doesn’t respond to them in a personable way. We need to nurture the bully AND teach the kid that gets bullied to be more sociable. I know that is very difficult for some kids.

So what society needs to do is help both.
Ya know, Victor used his brain against being bullied for a while. In third grade, the bullies that had picked on him in second grade were having a rough time with the classwork. Well, the teacher promoted peer teaching so of course everyone went to Victor for help. When these bullies went to Vic however, he told them no. He said "Why should I help you guys with school when you guys are always mean to me?". He talked the boys into being nice to him so he would help them understand their school work. Two of the bullies actually became nice to him and almost friends the following two years after that. So Dr. Jay's response has a bit of proof in that. Those bullies realized they could get the friendship and kindness out of Vic that they craved if they stopped being mean. Granted, it started out as a bribe, but gotta give an aspie kid credit for thinking outside the box there.
