Hmmmm all over the place, in fact. I don't know how you kept your cool. I would have declared the meeting null and void, walked out and escalated to the next level.
OK on the developmental testing: Keep notes of all the scores, and point out any downturn immediately (and with great fuss). Also note all of his grades, and reports, not only for academics but for behaviour etc. I was able to shake our school district into action by demonstrating to them using their own documentation that Peter had regressed behaviourally -he started the year off with 2s and 3s and then went to all 1s in the following marking periods. (he hadn't regressed academically). It is true that if he is meeting grade they don't have to 'do anything' but if you can demonstrate any backward slide, even within grade, that is powerful stuff ("regression" is a powerful word), and if they don't take note of it, you can bet it will be noted in the due process proceedings.
I'm sorry you have to deal with a stupid school district on top of everything else!
