Michelle, they cannot release him from speech unless they retest him in these area's. it's against the law to do so by observation only. Ask for a copy of the tests they gave him, and if they didn't, then insist they do. If they did re-test him I can lead you to a place that has a speech therapist online who can give her opinion on the scores and on the tests they did. She also has a lot of knowledge working with kids on the spectrum. She is quite good.

Both of my boys (one AS, one NT) could benefit from speech therapy but neither gets it through the school because their issues do not affect their schooling.

When my boys were denied speech, the speech therapist told me that if other people could not understand my boys, or if they were avoiding participation in class because they were constrained by their speech (difficulty in talking or embarrassed by their speech), then they'd qualify for speech through the school.

Since it sounds like your ds schooling IS affected by his speech problems, affecting his ability to be understood by teachers and peers, it seems like he should still qualify for speech at school.

My 11yo AS ds speech therapy (private) consists primarily of social speech skills. Ds has halting speech and disorganized speech, but his is a unique speech dysfluency that even the specialists we've seen don't know how how to dx or treat (tho' they're working on some trial therapies they want ds to participate in).

The speech professionals have determined that since ds is not bothered by his speech problems (ds doesn't even notice that he has speech problems), it may not matter whether we solve his obvious speech dysfluencies but that helping ds with his social interaction will benefit him more. Right now the speech therapist is helping ds with metaphors/idioms and reciprocal conversational speech.

So, besides your ds articulation issues, his other speech patterns (such as saying "I don't know") are things a speech therapist COULD work on with ds, even if the cause of the speech patterns is due to OCD. All parts of his social conversation can be addressed through speech therapy.

After the school does another speech evaluation, if they still deny your ds speech therapy, you may want to get a private eval which would better show whether ds speech affects his schooling or not.

The current speech therapist wasn't at the transition meeting.
