What would you do?

Yesterday, when I picked up the boys from school, and again this morning at drop-off, I observed something that I think needs attention. There is a 2nd grade boy, not in either of my kids' classes, who goes around pushing and punching other kids. He's not beating them to a pulp or anything, but he's whacking them pretty hard and not stopping when they tell him to. This morning, I saw him doing that, and then watched as he spat on the ground, making the kids around him go, "Ewwww!"
I managed to make eye-contact with him, and give him THE LOOK. (Which doesn't work on MY kids, but it's always worth a try.) I considered saying something to him, but the bell for school to start had just rung.
I know who his teacher is. Would it be totally out of line for me to mention my concern, even though it doesn't directly concern my own kids? Our school is very proud of our parent participation, and behavior like that would definitely be addressed IF the teachers are aware of it. On the other hand, I don't want to be considered a busy-body tattle-tale, or to give the impression that I don't trust the teacher to be on top of things with her own students.
I'm pretty sure the 2nd graders and 3rd graders have different lunch/recess times, so this kid wouldn't be on the playground with David, but he might next year.
So what would you do? Would you ignore it? Or would you talk to the kid's teacher?

Number one I'm surprised the kids aren't being supervised. I probably would of said something directly to the child but I wouldn't hesitate to let the office know about it either.
