Why does he DO that?

Victor has developed this habit of licking. There is no rhyme or reason to it. He licked his sister because it's funny to bug her. He licked the boy on the bus because he was telling a story. I get an e-mail from the teacher and she said that he was observed licked someone else today. I don't know who and I don't know why. Of course all this teacher is concerned about is stamping out the inappropriate behavior, not getting to the bottom of WHY he might have done it. I don't know if there's a kid picking on him, if he was trying to get someone to be his friend and just got frustrated, what? This is only the second time he's done it at school, however he's been caught just before licking someone several times at home and all I have to say is "Victor" and he'll stop and think about what he was about to do. Of course it's not plausible for the teacher to observe just one child when he's got a classroom of 20 to watch. Anybody got any ideas as to why he would do this? Or things we could do to curb this behavior.
I'm thinking that maybe he needs a sticker chart at school for a bit ( or maybe even another behavior book?) When we had the behavior book before, if he did something wrong, the teachers had the ability to let me know about it there, and he had the ability to see it. If he did okay then all they had to do was take 5 min out of the day to put a check in there, and if he had an awesome day, they were able to contact me and let me know that, and/or draw a smiley face. Those smiley faces made a world of difference last year. I haven't figured out how to do this with 8 teachers a day tho.
What do you guys think? For the record, no Victor not with a pyschiatrist yet up here because we haven't found one that is either a woman or a man with no facial hair. I'm afriad he's going to have to go back on his Strattera to help him with his impulse control and that scares me because he HATES HATES HATES medicine. He was on SO much at such a young age because the military doctors wouldn't consider anything but ADHD that he's got a fear of pills. Anyway, any and all advice accepted thank you ladies for letting me vent.

Alexis,
This is a tricky one. Rewards charts are much easier to implement

Hi Alexis,
Question, has he always been a licker, or is this something new?
Alexis,
I am so sorry to hear of Victor's bad experiences with school & history of bad teachers.
