I work at a department of education and I give information to parents moving to my state all of the time. Look up the website for the Maine Department of Education, find their Special Education office, and give them a call. If they are like us, they can provide you with district contact persons for the area in which you are looking to move.

Well - I think the tax payer bill of rights is partially to blame for what is going on in Co right now - we here in Maine are voting on it next month - you may want to wait until then to decide... we could be in the middle of it soon.
Portland has good schools as far as I can tell from here and has many resources in a small area. I live about 40 minutes south of there and am very involved in youth issues since I am currently an AmeriCorps VISTA. Definately look at Maine law on the dept of ed web site - very good site. Also look up Portland schools online and call them and ask them about what they would be able to offer your son. You may be surprised!
Cape Elizabeth schools right near Portland are just about the BEST in the state too. They have good parent involvement, funding etc...
