How often should babies be tested for hearing loss?

I was just reading this article from US News & World Report that newborn screenings may not always catch hearing loss:

If the newborn screening was succesfully passed, and during their infantcy and toddler years you (mom or dad) don't notice any problems, or your child doesn't have recurrent ear infections, then further testing is not necessary.
