You might want to try a reward system. That is what I had to do with my oldest. She has gotten better. I have also told both of my girls that if I see it on the floor it will go in the trash. AND I have stuck to my word. So they know, if it is on the floor it has a big chance of going in the trash.

First off, awesome names for your children. I have a friend that did the whole "z" route and name her three Zeta, Zoey and Zach. It's too cute!
I wouldn't go so far as to throw her toys away- I think that is a little much for a 5 year old. I have heard of getting a basket and putting it up high so the child can't reach and just taking a toy and putting it in the basket until said is done. You may want to try that.
I have found that positive reinforcement seems to work the best with my stubborn almost 5 year old son. Make picking the toys up into a game. I know you are probably stretched on time with a 1 year old in the house, but try to take time out, put some music on and show her where the things go (sometimes messes can be so overwhelming you don't know where to start or where to put things, so just imagine how it must seem to a 5 year old). Get her started and give her a time limit to try to get her room nice a tidy and if she does a good job then do something special- I do chocolate gold coins for my son, but if you don't want to reward with food you could try stickers or just do something together she would enjoy, like read her favorite story.

My son is 9, and I have found over the years, sometimes he just didn't want to be his room by himself picking up the toys.
