Normal behavior for 4 1/2 yr. old

I'm greatly struggling with my 4 1/2 year old. and would greatly appreciate some feedback:
1) Should he be able to start understanding consequences?
2) Should he be able to look me in the eye when I ask him to?
3) Should he have the ability to somewhat control his emotions? His explosions about the tiniest things are the biggest problem.
We use a version "1,2,3 Magic" method. If he does something we believe is unacceptable, we say "That's 1" (calmly), if the behavior continues or he backtalks "That's 2". If we get to 3 he gets a timeout in his room. This technique works pretty well, but he is really pushing our buttons and he knows which ones to push. He has always been a cautious child and he definitely has some anxiety, both of which make him hard to deal with some days.
I'm writing today, because we just had a horrible episode and he hit me several times.
