Teaching kids about danger

We all know that kids shouldn't talk to strangers. Is that the best advice? Are all strangers bad? Here is an article about teaching kids how to recognize dangerous situations. http://www.examiner.com/article/protecting-children-from-danger

I didn't read the article, but here's my opinion. I don't think it's enough to teach your kids about "strangers". Most kids hear "stranger" and picture someone scary - as we know, many dangerous people don't look scary at all and many harmless people do! We also teach our kids to respect their elders; which puts them in a tough position if an elder is also a stranger! Is it ok to say no to an elder if they're also a stranger? It's very conflicting!

I think it's more effective to teach awareness of their surroundings, and trusting their feelings. Teaching that if a situation doesn't feel right *no matter who is involved*, it's ok to say no.
