at a loss

Ok so my 3 year old boy (turned 3 back in November) had started to make a little progress then daddy deployed (back at the beginning of Sept) and wanted nothing to do with the potty so I backed off because he was already under a lot of stress missing daddy and having some behavior issues. Occasionally when we were out at dinner with my parents he would tell my mom he had to go and he would stay dry during that outing and would occasionally sit on the potty in the living room and watch tv but no pressure. Well Daddy is home now (back 2 weeks today) and it was a nice smooth easy transition back into family life so we are back on potty training but he is still refusing to tell us when he needs to potty on a regular basis. he doesn't care if he sits in a nasty pull up/ night time diaper and often fights when you go to take it off. I have tried to let him go naked but he will just sit on the couch and pee and not move. I have tried the cloth pull ups with and with out plastic covers, regular cotton underwear with and with out plastic covers. we have tried stickers and m&ms and toys. I am just at a loss of what to do now.
Then there is my 19 month old who has recently decided she cant wear regular diapers (breaks out into a rash anywhere they touch her including the side, tummy and back) and has to have the organic non bleached cotton with no dyes (seventh Generation diapers are awsome) and has taken to freaking out when you try to put a diaper on her so I just let her go with out one when we are home (with the exception of nap and bed time) and she will go for hours with out peeing so I know she can hold it. She loves to sit on the potty next to big brother but she will not actually pee in the potty so how do I teach her how to release? We have the fisher price rain forest froggy potty (actually hav 2 of this one) and she had to learn to lift her leg over it to get on instead of just sitting down and now that is how she gets on any potty (we also have a few others trying to find one she cant/wont take apart and put on her head).
I have run out of ideas for both kids and could really use some help
