Not sure what the problem is...

Hello, I have read a few posts on this board - but I am ready to ask questions of my own... My DD just turned 2 on September 5th. She has been "going potty" on the toilet for about 1 year. Why is this taking so long??? I know that she is still young, but she is sooooo overdeveloped for her age. She was doing so well - we made so much progress in such little time with hardly any pushing from DH and I. She wanted to learn it - she kept with it on her own. Over the last few weeks I decided that I wanted to get serious about it b/c we are expecting a baby in about 17 weeks and don't want to have 2 kiddos in diapers. Ever since I have decided to help her along, she has completely regressed into "infant mode". She WILL NOT use the potty. She's been going in her pull-ups like they are diapers and won't even let me change them when they do get dirty. Does anyone have any suggestions for me? We've done sticker charts, M&M's and other treats, sincere praise, and just today I thought I would go the tough-mom route and told her that going in her pull-up was not okay and I didn't want her to do it again... which was probably not a good idea either. Just wanting some outside opinions, thank you!
