Won't go potty without a diaper

My daughter Emily is 20 months old and mostly potty trained for the "technical" aspects of going potty. (She is comfortable sitting on the potty, doing her #1/#2, wiping, flushing, and washing her hands.) She doesn't have very good control and has frequent accidents, and she is still very comfortable with the entire diapering thing. We've hinted at Pull-Ups but she doesn't seem to like them.

She doesn't want to sit on the toilet unless she is wearing a diaper when she sits down. She's okay with going if we untape her diaper and let it fall into the toilet bowl under her. She pees, wipes, flushes, and washes her hands very well.

Any ideas on how to wean her away from her diaper "security blanket"?

I haven't done tried taking her panty-shopping. She already has told me she doesn't like Pull-Ups. Some people on another forum gave me some other good advice as well.

She doesn't chase me down if her diaper is wet but she does want to get another diaper on as soon as possible after going potty. We've actually gotten her to untape her own diaper a couple times after sitting on the toilet and she sometimes does it without us asking . We often just untape it for her (She sometimes has the front of the diaper on while she's doing her stuff and sometimes she lets it fall in under her). She's pretty good at wiping herself. She likes flushing a lot and she loves using lots of soap when washing her hands.

So she's very exited about the potty, she just doesn't like the diaper-less-ness part. I'm not too disturbed by it, honestly. Everyone has told me she's taken big steps for a girl her age. Just hopefully, she won't be having to pack the diapers for college...
