I can certainly understand why it is so hard to leave her at daycare when she's upset at dropoff.

My kids have been in daycare since they've been little. I thought for sure that would mean that they wouldn't cry when we leave, but both kids go through phases where they cry A LOT! My almost 3 YO does not cry anymore the trick is routine. We "drop him off" the same way each morning. If we break the routine a little bit he will pitch a fit (our routine, 1) drop baby brother in his room 2) go to Joe's classroom and set him up with the fruitbar/string cheese/water at the table 3) sit with Joe for a few minutes while he acclimates to the room 4) give him a hug and kiss, and tell him who will be picking him up later

He now is old enough to believe us that we will be picking him up in several hours.

Lots of kids her age have issues with transitioning from one place to another, one activity to another - it's normal.
