What time of day are you taking them? (FMU isn't the best to use.) I use them twice a day to make sure that I don't miss that surge. I sometimes get only one +OPK in the evening and nothing mid morning. I have had luck with the Answer brand (mid stream), but this month I am trying the First Response(mid stream).GL
How sensitive are the tests that you are using? I've had to use test that were more sensitive than most of the ones that you can buy at the store. I only get positives if they are 20 mIUs or lower. The lower the level, the more sensitive the test is. I got mine on ebay. I have seen some as low as 10 mIUS. Here is a chart showing some common brands.

Well, I usually try it about 10-11 AM after I have waited 4 hours after waking.
I never got a +OPK when I was trying with my first and got pregnant.
