To be a true positive the line on the left has to be as dark or darker than the line on the right. It looks like it is still lighter to me from this picture. So I don't think it's a true positive. I'd try again tomorrow. But some people don't have luck with OPKs - they never get a true positive. If that's the case for you, you might want to try charting your temps.
If you were to ovulate before day 12 and you have a 28 day cycle, your luteal phase (time from ovulation to when AF shows) would be longer than the average. But I don't know that a long luteal phase is a problem. It's more of an issue if it's short.
I have to agree with the PP; it's not quite positive yet. You'll probably see it turn positive in the next day or two. Once you see a positive you'll likely O within 12-48 hours, so get BDing! GL!!
