Cows Milk or Toddler Formula?

Simon is closing in on being a year old. I got a sample of toddler formula in the mail the other day and it kinda got me to thinking on when I should switch from his current formula to milk. Is the toddler formula worth it or just go with cows milk?
My other question is how to wean him off the bottle. He uses his sippy cup rather well and only really take a bottle first thing in the morning maybe mid morning, mid afternoon and right before bed. I have given him milk in it a couple of times but he just sips on it like he does everything else. With him having 8 teeth I would like to get him on the cup and less on the bottle considering it looks like he will have similar tooth problems as DH did when he was little.
I have no bottle weaning advice, but if you are worried about tooth decay the advice my sister (a dentist) gives is to never let a baby fall asleep with a bottle (unless it only has water in it), and if possible, brush/wipe his teeth before he falls asleep. Barrett has had 12 teeth since about one year, and we haven't had any problems with teeth. At about 14 months, I just stopped having him take a bottle if I wasn't home and he got a snack and water instead.

As for the bottle, I have no experience with it because Evan refused to take one. I didn't even use a sippy cup-we just went straight to a straw cup. I also taught Evan to drink out of a regular cup using a shot glass(:)), but he doesn't get to do that very often because he lets the cup tip over still. I agree with Brita that brushing Simon's teeth, if you aren't already, is a good idea.
He has had cows milk a few times. I'm just not totally sure when to completely pull the formula.
