As I'm still waiting on my current license I will reply to how I did things when I had my daycare before. Yes, I ALWAYS gave Christmas gifts to my daycare kids. The economy was MUCH better then (in the mid 90's) so I don't know how I will do things this time...hopefully the same way.
I usually bought each child a decent gift (spent about $20.00 on each one) and then got a few little trinkets or stocking stuffers for each child.
When you say Christmas party - do you mean with the kids or like a big party with all the daycare families? I've often thought about inviting all the families - past & present to a Christmas party like at a bowling alley - I just never get it put together.
I do buy gifts for my daycare kids at Christmas, the last couple years I only had 3 kids to buy for so I spent $15-20. This year I had 5 to buy for so I only spent $5, plus got each child a book.
I never buy for the parents but do get the kids to make presents to give them at Xmas.
I have gotten anything from $50 gift cards, to Bath & body works stuff, to massages, to nothing. I also have two parents buy for me and my kids for our B-days.
I do Xmas parties for just the kids where we play games, have treats and exchange presents.
I do a b-day party for the kids with cupcakes and a small present.

I have a Christmas party every year, I buy presents for each child and we draw names and the children exchange gifts, we always have a great time!
