PDD-NOS and school issues and questions

My 8 year old son was diagnosed with PDD-NOS almost 2 years ago. He is VERY high functioning. He does have AD/HD, LD and memory issues (he can not remember many things, even after being told over and over again. He still has problems remembering his teachers name). Well, the school refuses to see his PDD-NOS and will not label him...even though they have labeled him with the other's. They say "We do not see it" and the school psychologist doesn't "see it" either. I don't know what to do. There really aren't any advocates I can find that can go with me to his ARD's. I get a few days advanced notice...and that's it. I don't really know anyone here (we live right outside of Houston, TX). He is in the 2nd grade...and he is learning a little..but by the time school comes around...he will forget everything. I try to teach hm during the summer, but since I am NOT his teacher...he doesn't seem to want or can't learn. Since he hasn't mastered anything and they think he can't re learn (he never has) within 6 weeks...they refuse to put him in summer school.


Then, there is the issue of insurance...his father (we are divorced) lost his job and he lost his insurance. I have tried to get him state insurance, SSI, medicaid, sliding scale dr's, private insurance...and am having a really hard time. We make to much for the state, SSI, medicaid and the sliding scale. The Private is WAY to expensive. What can I do? MHMR is way backed up, like a 2 year waiting list. I am at my wits end. I don't know what else to do. I need to get him help, I need to know what to do for school...I was thinking about homeschooling him next year, but that has just been looked down on and everyone has been telling me that it's not a good idea. I just don't know.
