The proposal for the National Organic Program is still in development. Many organic farmers oppose the suggested rules. In some states, the regulations would be weakened, allowing a certain percentage of synthetic chemicals to be used. In many cases the cost of certification would be increased. Small-scale organic farmers may be put out of business if the market is opened to companies that operate with lower production costs and take advantage of the weaker rules.
