Focus on teaching your little puppy to walk nicely on leash inside your house first. Then make the leap to outdoors. What's the secret? Use his dinner kibble, toys and treats as motivators.
Put the leash on and try to lure him into walking one or two steps. Make sure they're his size, not yours. If he walks, reward him. If not, ignore and wait. In fact, you might have a magazine handy to keep you occupied -- but really ignore him until he walks. Otherwise, each time you talk to him pick him up, he learns to get your attention by misbehaving. Teach him to walk and get a reward instead. Repeat this until he gets it that the only way to get something good out of you is to walk on leash. Before you know it he will be so focused on following you to get the good stuff, he'll forget he had an issue with the leash at all. He'll just be walking by your side happily.
